SENIOR GOVERNMENT IT SERVICES PROGRAM MANAGER – TUCSON, AZ

Our client, a rapidly growing government contractor that provides strategic IT services for federal government customers, is looking for a Senior Program Manager. You should have experience in program management with a large enterprise contract in a DoD environment. You should be in the Greater Tucson Arizona area and must possess an active Secret clearance with the ability to obtain a TS/SCI required.

Responsibilities include:

  • Provide vision, leadership, clear guidance, and standards for the program.
  • Proactively manage customer and employee expectations.
  • Ensure compliance with contractual and legal obligations, including deliverables, SLAs, and other performance standards.
  • Coordinate and collaborate with customers, vendors, project teams, internal support functions, and other stakeholders to ensure program objectives are achieved on time and within budget.
  • Lead and manage multi-disciplined teams to meet program cost, schedule, and technical requirements.
  • Responsible for the successful technical, schedule, and cost performance in accordance with contract requirements and company policies, procedures, and guidelines.
  • Direct all phases of programs from inception through completion to include all technical, operational, and process teams supporting the 24×7 operations and maintenance mission.
  • Responsible for all aspects of P&L on the program.
  • Identify and execute continuous improvement initiatives to drive cost efficiencies and advancement of capabilities.
  • Develop and facilitate program reviews and deliver status reports to senior leadership on budget, deliverables, staffing and risks.
  • Lead negotiation of contracts and contract changes
  • Drive preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract
  • Establish milestones and monitor adherence to master plans and schedules.
  • Identify program problems and obtain solutions in areas such as resource allocation or changing contractual specifications.
  • Prepare staffing, retention, and succession plans to include skill and labor mix, to support contract operations.
  • Responsible for timely recruiting, interviewing, and hiring of highly qualified staff.
  • Develop and coordinate program requirements with several subcontractors across distinct technology areas.
  • Develop solutions to complex problems that require the regular use of ingenuity and creativity.

Required Qualifications and Experience:

  • BS Degree in Computer Science, Cybersecurity or Business
  • Secret clearance, with the ability to obtain TS/SCI
  • Active PMP
  • Security+
  • CISM or CISSP or CISA
  • Previous PM for a Cyber/NOC/ITSM program with over 150 employees (preferably in the DOD trade space)
  • ITIL V4 Foundation certification

Preferred Qualifications and Experience:

  • MBA or Senior Service School graduate
  • TS/SCI clearance
  • CEH
  • ITIL V4 Foundation certification
  • Conversant in/Knowledge of contemporary cyber security state of the art (innovations, toolsets, key vendors, and thought leaders) (preferred)
  • Basic proficiency in zero-trust architecture and policy
  • Knowledgeable in the mission and operational requirements of the U.S. Army
